And this is news why? These tanks have been here 70 years. Oh, yeah, the state wants more money from the Feds. The part of the article that is true, is that the whole cleanup process is a black hole of inefficiencies, waste, and delays. The tanks are constantly monitored and they are no way more likely to blow up today than they were last year, or the year before. Not that they couldn't, just that it is highly unlikely because a build-up would be detected and dealt with before a problem. You don't see these articles talking about that process, now do you.
A few months ago the alarm was raised because of the tanks leaking. Again nothing new but more public awareness, more outcry (whether justified or not) and more likely the state will get more money from the Feds.
It's all about money - not safety.

Absolutely correct. It is getting cut - sequestration - hence the continued articles.
